docs: 登记 Gitee 发布令牌位置与用途边界

Browse Source 
- 凭据条目拆分为 Gitea(代码主仓库) / Gitee(仅发布 Release) 两条
- 明确 ~/.git-credentials-gitee(600) 由 credential.https://gitee.com.helper 引用，
  只用于 API 建 Release/传附件，不得用于推送源码（规则 2）
- 纯文档改动，版本号保持 1.4.0
